The utility model discloses a steam turbine acting device, comprising at least three pressure water tanks which are connected in parallel the top part of each pressure water tank is provided with a gas intake valve and a gas release valve; the bottom part of each pressure water tank is provided with a high pressure water outlet valve and a turgor water outlet valve; the inlet of each gas intake valve is connected with a gas intake pipe; the high pressure water outlet valves of all pressure water tanks are connected in parallel and then communicated with an impeller through a high pressure water outlet pipe and a regulator; the turgor water outlet valves of all the pressure water tanks are connected in parallel and then communicated with the impeller through the regulator; and the water outlet of each return water tank is communicated with each pressure water tank through a control valve and the corresponding bottom part. As the high temperature and high pressure saturated steam is expanded in the pressure water tanks and then works, the utilization rate of the high temperature and high pressure saturated steam is improved; the temperature is reduced in the saturated steam pressure reducing process, so as to relatively reduce the waste heat emission, improve the heat-power conversion rate, increase the generation capacity of high-refrigerant steam, reduce the cost of power generation, and reduce the ash and greenhouse gas emissions; therefore, the device has significant social and economic benefits and obvious promotional and applicable prospects.
