The utility model provides an independent control refrigeration and dehumidification device for performing dehumidification based on humidity in regional air during regional air refrigeration. The independent control refrigeration and dehumidification device is characterized by comprising a refrigeration module and a flow control module, wherein the refrigeration module comprises a compressor, a condenser, an evaporator and a cold pipe, and the flow control module is used for controlling flows of a high-pressure undercooling liquid refrigerant and comprises a temperature and humidity sensing portion, a storage portion, a comparison portion, a judgment control portion and a throttling flow-limiting portion. When the judgment control portion outputs a low-flow control signal to control the throttling flow-limiting portion, the throttling flow-limiting portion performs low-flow limiting on the high-pressure undercooling liquid refrigerant to obtain a low-evaporation-pressure refrigerant, and the evaporator evaporates the low-evaporation-pressure refrigerant to absorb regional air heat and meanwhile performs dehumidification on the regional air. The judgment control portion outputs a high-flow control signal to control the throttling flow-limiting portion, the throttling flow-limiting portion performs high-flow limiting on the high-pressure undercooling liquid refrigerant to obtain a high-evaporation-pressure refrigerant, and the evaporator evaporates the high-evaporation-pressure refrigerant to absorb regional air heat.
