Service-Fee Payment Mechanism

Abstract This chapter sets out the basic structure of the service-fee payment mechanism for a public-private partnership (PPP) contract, i.e. contracting for outputs; service-fee payment structure; start date for payments; structuring service fees based on: usage/demand, availability/service or mixed usage and availability; dealing with third-party revenues. Chapter 16 deals with events that may give rise to a change in the PPP contract and Chapter 17 with termination provisions.
