The device is a controllable pulse vibration device which is arranged in a gas control roadway above a target coal seam to be extracted, a top plate is arranged between the target coal seam and the gas control roadway, the controllable pulse vibration device comprises a winch, a steel wire rope, a hammer block, an energy transfer device and a fixed pulley fixed to the top of the gas control roadway, one end of the steel wire rope is connected with the winch, the steel wire rope is controlled by the winch to be put away and put down, the other end of the steel wire ripe winds around the fixed pulley and then is connected with the hammer block, a foundation pit larger than the hammer block in diameter is dug in the top plate below the hammer block, the energy transfer device is arranged in the middle of the bottom of the foundation pit, and the hammer block right strikes at the top end of the energy transfer device when falling off. Pulse impact vibration is carried out on the controllable pulse vibration device, so the drilling gas extraction efficiency can be improved greatly. As is proved through tests, the gas extraction efficiency can be improved by about 400 percent.
