Cells obtainable tissue from human umbilical cord which are substantially free of blood for use in treating a neurodegenerative condition, wherein the cells are capable of self-renewal and expansion in culture, have the potential to differentiate into cells of at least one neural phenotype, require L valine for growth, can grow about 5% to 20% oxygen, are pluripotent and multipotent or have the following characteristics: a. The potential to experience at least 40 doublings in culture; b. They have adhesion and expansion in culture carriers covered and not covered tissues where the carrier comprises jacketed tissue cultures coverage gelatin, laminin, collagen, polyornithine, vitronectin or fibronectin; c. Actin produce vimentin and alpha smooth muscle; d. Produce each of CD10, CD13, CD44, CD73, HLA-A, B, C, CD90, PD-L2 and PDGFR-alpha as can be detected by flow cytometry; and. They have increased endogenous genes encoding interleukin 8 expression; the reticulon 1; 1 ligand chemokine (CXC motif) (growth stimulatory activity of melanoma, alpha); 6 ligand chemokine (CXC motif) (granulocyte chemotactic protein 2); ligand chemokine (CXC motif) 3; and tumor necrosis factor, induced protein alpha 3 in relation to the endogenous expression in a human cell that is a fibroblast, one mesenchymal stem cell, or a cell of bone marrow from the iliac crest, as you can be tested for test oligonucleotides; F. They produce no CD31, CD34, CD45, CD80, CD86, CD117, CD141, CD178, HLA-G, B7-H2 and HLA-DR, DP, DQ, as may be detected by flow cytometry; g. MCP-1 secreted IL-6, IL-8, GCP-2, HGF, KGF, FGF, HB-EGF, BDNF, TPO and TIMP1 as can be determined by ELISA; and i. Not secrete SDF-1 alpha, TGF-beta2, ANG2, PDGFBB and VEGF, as may be determined by ELISA.
