When the democratic legitimation of human rights is no longer accepted by public opinion, these rights can easily become weakened. State-building in Bosnia and Herzegovina is one of the most illustrative examples of such an unfortunate development: the reduction of human rights to a practice of enforcing claims by legal action can result in complete individualization. As part of the process of integration, the exclusion of collective - democratic -legitimation can become particularly problematic through the presentation of a group-related view of human rights. Such a view is not ultimately compatible with the substance of human rights.
