Discretionary power in public administration: a comparative study between traditional public administration and new public management

In this study, the perspectives of the traditional public administration and new public management in relation to administrative discretion have been comparatively examined. In this context, the definition, importance and dimensions of discretionary power are clarified, the meaning and characteristics of discretionary power in relation to the traditional and the new approaches in public administration have been studied carefully using documentary observation method.
