Educational policy process consists of educational policy problem identification, educational policy decision, implementation and evaluation. China's Educational Policy evaluation still stays in its initial stage with many problems. It is helpful for the smooth implementation of educational policy evaluation and the improvement of evaluation proficiency to analyze the existing problems by the down to earth approach and to propose the practical strategies. It can also help to promote the democratic and scientific degree of decision making and establish educational policy evaluation system with Chinese characteristics as well as conforming to international common rules.
