The invention relates to a vibrating wheel with circumferential vibration and circumferential oscillation. The vibrating wheel comprises a steel wheel body (1), wherein mounting plates (1.1) are arranged at the left end and the right end of the steel wheel body (1), an intermediate shaft (2), a first vibrating shaft (3) and a second vibrating shaft (4) are arranged between the two mounting plates (1.1) through bearing brackets, the intermediate shaft (2), the first vibrating shaft (3) and the second vibrating shaft (4) are all eccentric shafts, the intermediate shaft (2) is connected with an output shaft of a motor through a second overrunning clutch (2.2), a gear III (2.3) is arranged on the output shaft of the motor in a sleeving manner through a first overrunning clutch (2.1), and a gear I (3.1) and a gear II (4.1) are arranged on the first vibrating shaft (3) and the second vibrating shaft (4) in the sleeving manner, and respectively meshed with the gear III (2.3). The vibrating wheel with the circumferential vibration and the circumferential oscillation, provided by the invention, is simple in structure and easy to implement.
