The building of indicators system for regulation policies of coal production capacity

In view of the ecological damage and safety problems caused by rapid capacity growth of coal production,long-term regulating mechanism should be established.defined the concept of regulation of coal production capacity,and pointed out that coal production capacity regulation should follow the principle of "Twin goals",that is to ensure both the stable development of economy and the coordination of resources and environment for further development.On this basis,the index system was established from the feasibility and effectiveness levels,and fuzzy comprehensive evaluation model was used for evaluation of control policies.Application of the above method,actual control policies of three regions was evaluated and policy recommendations were proposed correspondingly.
