The invention discloses a lifting device and a crane with the lifting device. The lifting device comprises two lifting mechanisms, a balance pulley and steel wire ropes, wherein the two lifting mechanism are symmetrically arranged relative to a first horizontal direction; each lifting mechanism comprises a rope storage drum, two friction drums, a fixed pulley block and a movable pulley block; the rope storage drums are arranged on a frame; axes of the rope storage drums extend along a second horizontal direction; the two friction drums are arranged at intervals along the first horizontal direction; the axes of the friction drums extend along the second horizontal direction; the fixed pulley blocks are fixed to the bottom of the frame; the movable pulley blocks are arranged under the fixed pulley blocks; the balance pulley is fixed under the frame and is located between the two fixed pulley blocks; one end of each steel wire rope is fixedly wound on each rope storage drum of the lifting mechanism; the other end of each steel wire rope successively passes through two friction drums, one fixed pulley block, one movable pulley block, the balance pulley, the other movable pulley block, the other fixed pulley block and other two friction drums and is fixedly wound on the other rope storage drum.
