The Evaluation Model of Large-Scale Systems Planning and its Application

Abstract The evaluation of multiple dimension large-scale system feasibly brings about errors and subsequently interferes with scientific decision, due to such uncertain factors as the stochastic and fuzzy indices and personal preferences of the decision- makers, etc.. To avoid this disadvantage, this paper suggests the use of a new evaluation model by means of centralized value statistics, value engineering, computer simulation technic, It has two important peculiarities: one is the substitution of point with interval, and the other is the substitution of simple ordering with optimum schemes frequency distribution table. At last, with the theoretical analysis and computerized result, this paper gives the application in evaluation of transportation planning.
