PROBLEM TO BE SOLVED: To remove a factor that deteriorates accuracy in determining a position in radio wave collation positioning.SOLUTION: A providing device provides information to determine a position for determination means that determines the position of a mobile terminal by collating an observation value, at a mobile terminal, of radio signals from a plurality of communication devices with a reference value collected in advance which is an observation value of a radio signal from each of the plurality of communication devices at each of a plurality of reference positions or based on the observation value. The providing device evaluates an impact on determining the position by the reference value at each of the plurality of reference positions, and controls information provided for the determination means on the basis of the result of evaluation.
