Ground Engineering and Construction is an important phase of oil and gas field development process,during which there are lots of activities with high risks.Work permit system is a good method and practice to control risks during the management of engineering and construction activities.This paper analyzes the main risks during the process of ground engineering and construction through typical cases.It introduces work permit system and its procedures.The paper explicates the important role that work permit system plays in controlling risks during the process of ground engineering and construction.
