The author of this article examines the problem in the history of diocesan administration of the Russian Orthodox Church, connected with the reorganization of the consistories in 1917 and establishing the church-eparchial councils. The measures of the Holy Synod in transforming the eparchial administration and their realization (on the example of the Saratov diocese) are also researched.
