The invention relates to an intelligent monitoring system for oil spilling at a port. The intelligent monitoring system comprises a monitoring terminal and a monitoring center, wherein the monitoring terminal comprises a laser transmitter for transmitting laser pulse to a monitored water area, a sensor for receiving laser-induced fluorescence and executing the photoelectric conversion and an MCU (microcontroller unit) for receiving a fluorescent electric signal transmitted by the sensor; the monitoring terminal further comprises an intelligent spherical camera, an acoustic-optical alarming device, a wireless Mesh device and a solar/wind energy power supply system. The laser transmitter transmits the laser in real time and is strong in energy, so that the intensity of the fluorescence can be greatly increased, the fluorescence analysis sensitivity can be improved, and the mistake rate of monitoring the oil spilling event can be reduced; meanwhile, the distance between the monitoring terminal and the sea surface can be increased, the search range of the intelligent spherical camera for the sea oil spilling can be enlarged, and the safety and convenience in installation and maintenance of the monitoring device can be improved.
