The invention discloses a powder material preparation device and a method thereof. The powder material preparation device comprises a conveyer, a dynamic powder selection machine, a vertical mill and a cyclone dust collector; a material discharge end of the conveyer is arranged at a material inlet of the dynamic powder selection machine; a material outlet of the vertical mill is provided with a material inlet of a first lifter; a material outlet of the first lifter is arranged at the material inlet of the dynamic powder selection machine; a rough powder material outlet of the dynamic powder selection machine is provided with a material inlet of a second lifter; a fine powder material outlet of the dynamic powder selection machine is provided with the cyclone dust collector; and the material outlet of the second lifter is arranged at the material inlet of the vertical mill.
