Research on Water Pollution Modulated Forecasting and Emergency Handling System of River Basin

The sudden water pollution accidents of river basin caused the huge casualties and property losses,as well as enormous threats to the ecological environments and have by far exceeded the capacity of normal management of the governments,society and organizations,so that it is of great significance for water pollution monitoring and emergency handling.In this paper,based on 3S techniques,we developed the four-layer architecture including acquisition layer,data layer,application layer and present layer,established the water pollution transportation model to meet the requirement of flood regulation and water quality's control,and built the application system.The application in Huaihe River realized water pollution automatic monitoring and emergency decision-making handling.
