NMAPE's MASTERS OF PUBLIC MANAGEMENT AND ADMINISTRATION AS A NEW MODEL OF NATIONAL PUBLIC HEALTH EXPERTS

The purpose of the study is to determine the components of the 21st century national public health leader model, specifically the participants of the master's program «Public Management and Administration» at NMAPE. Materials and methods . The related subject literature (11 items) was analyzed by means of systems theory and systems analysis techniques. Results. Reforming the public health system in Ukraine requires solving the task of utmost importance and urgency, in particular training masters in public health management and administration. At NMAPE, this process will be carried out at the master's degree studies, set up in 2020. Conclusions . The principal components of a contemporary public health leadership model are as follows: the system of professional knowledge and skills, long-life learning, acquiring qualities common to humanity through studying humanitarian disciplines, psychological availability for managerial activities. Separately, we highlight such components of a contemporary public health leader model as professionalism, culture and managerial responsibility. Teaching the students specialized in «Public Health Management and Administration» at NMAPE should meet the following principle requirements and have such main advantages as: an individual approach to training, professional advisory services for the learners during training, using modern teaching methods and techniques, a practice-oriented approach to training, a traineeship at medical facilities and the public authorities, engagement in guest lectures on current issues of overhauling the practical healthcare, the opportunity to enter postgraduate study. A holder of master's degree in public management and administration can work as a public officer, a municipal official and a community and non-government organizations.
