Enerji, dunyada 21. yuzyilda, uzerinde en cok konusulan konulardan biri olmaya ve uluslararasi politikada sahip oldugu onemi korumaya devam edecektir. Avrupa Birligi hem kendisi, hem de uye devletler icin son derece hayati bir konu olan enerji alaninda kurulusundan gunumuze kadar onemli adimlar atmistir. Konsey, Komisyon ve Avrupa Parlamentosu gibi Avrupa Birligi Kurumlari ve uye devletler tarafindan Avrupa Birliginin enerji politikasini gelistirme cabalari devam eden ve henuz tamamlanmayan bir surectir. Bu calismada tarihsel bakis acisiyla, Avrupa Birliginin nasil enerji politikasini olusturdugunu aciklamaya, bu enerji poltikasinin amaclarinin araclarinin ve ozelliklerinin neler oldugunu belirlemeye calistik. Ayrica Turkiye'nin Avrupa Birligi'nin enerji politikasi ve petrol ve boru hatlarinin guvenligini de icine alacak sekilde enerji yollarinin guvenligi icin sahip oldugu jeo stratejik onemini gostermeye calistik.Abstract In 21st Century, energy will continue to keep its importance in the international policy, and will continue to be an issue which is one of the most debatable topic in the world. From the beginning of the Europen Communities untill now, European Union has been taken important steps in the field of energy which are considerably vital for both Union itself and its Member States. The efforts of Europen Union in order to esatabilish an Europen Energy Policy is a process which has not been completed and has still been constructed by the European Union?s Institutions such as the Council, the Commission, the European Parliament and the Member States. In this study, from the historical perspective, we try to explain how Euorpean Union set up its own energy policy, and to clarify what are the objectives, insturments, and characterstics of this energy policy. We also try to demonstrate that Turkey has an important jeo strategic location for European Union?s Energy Policy and the security of energy roats including petroleum and natural gas pipelines.
