Statutes: Context, Meaning and Pre-enactment History

The Hon Justice James Allsop presented a paper at the 'Working with Statues' Conference by the New South Wales Bar Association and the Australian Bar Association in Sydney on 18-19 March 2005. He spoke about the notion of context which can be seen as pre-enactment and enactment history.
