The Dilemmas of Social Housing System in the Face of Property-led Urban Regeneration

The paper focuses on the dilemmas of social housing system in Taiwan. It takes Taipei as the case to explain how the property-led urban regeneration has resulted in the deficiency of social housing delivery and the feverish speculation of real estate. From the perspective of urban political economy, the paper adopted in the idea of regulation approach to reinterpret the function of property as a conceptual spectrum between commodification on the real estate side and decommodification on the housing side. Then it place the urban experience of Taipei in the context of state transformation from developmentalism to neoliberalism to reason the mode of social regulation fixing in accumulative environment based on real estate investment. Through exploring the social formation of urban real estate governance in Taipei, the paper indicates how the role of the state determines the rise of pro-growth urban politics and the impact on social housing delivery.
