Improved osteogenic devices and method of use for repairing defects in bone and cartilage are described. The devices and methods promote accelerated formation of repair tissue with enhanced stability using less osteogenic protein than previous devices in the art. Defects that can be repaired by the present invention include, but are not limited to, critical size defects, defects not critical size, non-union fractures, fractures, osteochondral defects, subcondricos defects and defects as a result of degenerative diseases such as osteochondritis dissecans.
