The portable monitoring system at least comprises a portable heart monitor, a display identification and a control center, wherein the portable heart monitor is used for real-time detecting the heart, sending the location information of the patient to the control center by a public communication network when the heart of the heart patient is abnormal, and sending heart detection history information and real-time detection information through the public communication network; the display identification is used for displaying the third person the information that the heart of the heart patient is abnormal and help is needed, and storing rescue drugs; the control center is used for acquiring the location position of the heart patient, determining an emergency treatment plan according to the heart detection history information and the real-time detection information, determining the location of a first emergency treatment place according to the location position of the heart patient and sending the location of the heart patient needing emergency treatment and an emergency treatment plan command to the first emergency treatment place. The heart patient needing emergency treatment is serviced according to the location of the heart patient needing emergency treatment and the emergency treatment plan command emitted from the control center.
