A implantação do Decreto 7.508/11 na segunda região de saúde de Pernambuco: estado da arte

The 8th National Conference of Health in 1986 had a fundamental role in Brazil for having a universal health system. The movement for the Brazilian Sanitary Reform was fundamental for the conquest, two years later, when the Federal Constitution of 1988 was enacted, which guaranteed health as the right of all and the duty of the State. Among its principles and guidelines, they govern that the system be decentralized with a single direction in each sphere of government. Emphasizing the decentralization of health services to municipalities, as well as the regionalization and hierarchization of this service network. The organization of the SUS in this way begins with the Basic Operational Norms (NOB), NOB 1991, NOB 93 and NOB 96. Subsequently the Operational Standard for Health Care in the year 2000, the Pact for Health in 2006 and more recent and In force the Decree 7.508 / 11. The present article has the objective of analyzing the implementation process of Decree 7.508 / 11 in the second Health Region of Pernambuco, with emphasis on the construction of the Health Map, RENASES and RENAME. The methodological approach opted for the qualitative approach, in the typology of an exploratory descriptive study based on the collection of evidence through literature review and documentary analysis on this process. Statistical matrices were used for analysis and processing of the information, allowing the interpretation and the content analysis through systematic procedures and objectives of message content description in the inference of knowledge regarding the conditions of production according to Bardin. As preliminary results, it was possible to observe that the Health Map carried out in the year 2013 was instructed by a manual of guidelines for its construction, offered by the State Health Department and partially complies with this manual. The construction of RENASES and RENAME are paralyzed in the Second Regional Health. The construction of the Health Map seems to have been the first step, but after that there was no continuity for the consolidation of the products that this Decree refers to. Having the process of implementation of Decree 7.508 / 11 timid in the Second Regional Health of the State of Pernambuco.
