Method and apparatus of traffic control in next generation mobile communication system

The present invention relates to a method and an apparatus for traffic control which can be adopted for a next generation mobile communications system. The method comprises the following steps: determining whether a load state of a cell is greater than a threshold; if the load state is greater than the threshold, determining some terminals available for D2D communications among terminals connected to the cell; performing a D2D communication configuration for the terminal available for D2D communications; determining terminals available for handover among the remaining terminals which are not available for D2D communications; and performing a handover communication configuration for the terminals available for handover. According to the present invention, D2D direct communications are preemptively provided to terminals available for D2D communications before forcedly performing handover of terminals receiving a service from an existing cell in order to perform efficient traffic control when there is an overload on a network, thereby preventing signaling overload resulting from concurrent handover of a number of terminals or traffic congestion in a target cell.
