PRINCIPLES OF DEVELOPMENT OF INFORMATION MODEL MANAGEMENTS OF MINIMIZATION OF RISKS DANGEROUS PRODUCTION OBJECTS OF AN OIL AND GAS COMPLEX

For safety of the dangerous production objects (DPO) of an oil and gas complex the increasing value gets the solution of the tasks connected with the prevention of possible emergencies and minimization of technological and environmental risks. This problem gains special relevance at storage, transportation, processings of hydrocarbons and equipment operation. Techniques of an assessment of risks of industrial safety of OPO existing now have declarative character and don't consider non-stationary casual nature of risks constantly changing in time. The federal law "About industrial safety of dangerous production objects" No. 116-FZ (in edition of March 4, 2013 y. №22-FZ) formulated the concept "control system of industrial safety (CSIS)" and regulated SUPB development and deployment in the organizations, operating OPO. Industrial safety for each enterprise the automated management information IUS-Bezopasnost system which development has to conform to FZ-22 requirements of March 4, 2013 from positions of safety of their functioning has to make information basis of management. Information model of management is presented in article by safety of potentially dangerous technological objects with use of a modern level of development of methodology of the analysis of system risks and expected scenarios of development of non-stationary emergencies. Distinctive features of the presented model is existence of the information module of the analysis of not stationarity of operational characteristics of OPO (change in time of quality of raw materials and productivity of installations of energy efficiency of power influences, pressure, temperatures, speeds of corrosion, vibrations, etc.) and the module of management of minimization of the system risks, allowing to increase reliability of an assessment of danger and to develop actions and algorithms of minimization of risk for separate stages of emergencies by means of additional introduction in system of feedback with object of management.
