IN SITU VERIFICATION TECHNOLOGIES OF FLOW METERS FOR SUSTAINABLE WATER MANAGEMENT

The accurate measurement of flow rate is an important and an integral part of sustainable water management. The errors associated with measurements are directly dependent on the quality of measurements. The aim of this study was to verify this accuracy and analyse the testing methodologies used to facilitate subsequent verification and to assess the accuracy, suitability and cost-effectiveness of in situ verification techniques and technologies for closed conduits. The following techniques were reviewed: meter installations gravimetric method, ultrasonic clamp-on method, insertion meters, electromagnetic meters, tracer methods, reference meters in series, and electronic verification of electromagnetic flow meters. All techniques were evaluated from the perspective of the Australian National Measurement Institute (NMI) requirements for accuracy. A survey and an industry consultation were also conducted across Australia. Two key insights were: (i) in situ verification is an area that few water authorities have had any experience with, and (ii) the lack of available information regarding the economic viability and water accounting benefits of in situ verification. Generally, there is confusion or not enough information about the costs/benefits of in situ verification, or about proven techniques for in situ verification and how to deal with installation and site issues. Les erreurs associees aux mesures sont directement dependantes de la qualite des mesures. L'objectif de cette etude etait de verifier cette qualite, d'analyser les methodes d'essai, de faciliter la verification ulterieure et d'evaluer l'exactitude, la pertinence et la rentabilite des techniques de verification in situ pour les conduites fermees. Les techniques suivantes ont ete examinees: la methode gravimetrique par empotement, les systemes ultrasoniques a brides externes, les compteurs intrusifs, les compteurs electromagnetiques, les methodes de tracage, les compteurs de reference places en serie avec le compteur a evaluer, et la verification electronique des debitmetres electromagnetiques. Toutes les techniques ont ete evaluees en accord avec les specifications de l'Institut National Australien de Mesure (NMI). Une enquete et une consultation des fabricants ont egalement ete menees a travers l'Australie. Deux idees principales sont: la verification in situ est un domaine ou peu d'autorites competentes ont eu une quelconque experience, la viabilite economique et les avantages tires de la comptabilite de l'eau par une verification in situ n'est pas percue. Generalement, il y a confusion ou defaut d'information sur: le rapport cout/benefice de la verification in situ, les techniques eprouvees pour la verification in situ et la facon de gerer les questions d'installation sur site.
