The present invention discloses a small hydro-power generating unit automatic regulation system and method. The system comprises a mathematical model building module of critical cavitation test data of the small hydro-power generating unit, a collection module of operating the small hydro-power generating unit data, a servo regulation module and a unit real-time monitoring module. The critical cavitation test data of the small hydro-power generating unit is a basic database for the unit cavitation characteristic research. The mathematical model building module employs the radial neural network algorithm to perform rule practical research of the basic database based on the database of the small hydro-power generating unit critical cavitation and performs continuous learning of the sample data to obtain the optimal fitting parameter of the unit cavitation characteristic, dynamically reflect the cavitation state of the unit and emit signals to the servo regulation module so as to greatly reduce the noise and improve the unit efficiency.
