Abstract Kinds of urban traffic systems have been built or will be built in the near future in China. But many such systems have not got their expected effects. In fact, urban traffic problems in many large and middle cities are concentrated on less key intersections. This paper provides a discussion to the necessity the possibility the essential conditions and the strategy of urban key intersection traffic control.
