A temperature sensor and a pressure transmitter are respectively installed on the positions of an heating outlet and a heating return port on a heating pipe network, a controller is respectively connected with a sensor, a transmitter, a general packet radio service (GPRS) network temperature collector and a circulating pump on the heating pipe network, a network management monitoring center internally provided with a computer, a printer and a display screen is connected with a global system for mobile communications (GSM) network through the internet, and a GPRS communication module accesses the internet through the GSM network to be connected with the controller. The network management monitoring center is connected with the GPRS network temperature collector through an antenna, and the internet is connected with the antenna. The GPRS communication module is connected with a programmable logic controller (PLC), data in the PLC is transmitted to the network management monitoring center, a touch screen is connected with the PLC, and an alarm message sends alarm states for a mobile phone through the GPRS communication module in a message mode.
