Los procedimientos dinámicos de contratación pública y su impacto en la ejecución presupuestaria de la Empresa Eléctrica Ambato Regional Centro Norte S.A.

The National Constituent Assembly in 2008 issued the Organic Law of the National Public Procurement System, which marks an important change and evolution in the way of acquiring goods and services by the State, with the inclusion of different procedures that seek make public procurement processes transparent, equalize conditions between small, medium, and large companies and promote the use of electronic procurement procedures. This research seeks to analyze the dynamic public contracting procedures and their impact on the budget execution of the “Empresa Electrica Ambato Regional Centro Norte S.A.”, in order that the annual contracting plan is executed efficiently and allows achieving the objectives set in the annual operating plan. The problem raised in this research focuses on the deficient execution of the annual contracting plan due to a deficient application of dynamic public contracting procedures, which causes low budget execution.
