How to Optimize the Internal Value Chain of Highway Management Enterprises

Based on value chain theory,the paper establishes a fuzzy linear programming model to optimize the internal strategic links of highway management enterprises and makes a empirical research on it.The results show that the sequence in importance of all value chain links of the highway management enterprises is the procurement and construction of the highway assets,maintenance and reform of the highway assets,tolling,internal supervision,infrastructure and logistics service,service zone,keeping unblocked and diversification.
