The method comprises: generating a sleeping cell detection strategy, wherein the detection strategy comprises: a holding time, a detection parameter and a parameter threshold; and determining and detecting a cell to be detected, and when a detection result of the cell to be detected satisfies a criterion of a sleeping cell, deciding that the cell is a sleeping cell.
