Reflections on specialist appraisal for science journal paper

Concerning the importance position of science journal in knowledge economics and the important functions of propaganda and communication,deposition and accumulation,the lifeblood of science journal is depended on its publisher paper's scientific,accurate,precise,practicality and propaganda.The key element of the lifeblood is controlled by the relevant fields' experts,scholars and scientific talents.Therefore,we should establish and perfect the mechanism of science journal,so as to restrict and regulate the specialists, and change them into the wealth in the development of knowledge.Now I will express several my points of view according to the problem I meet in daily work,which are provided to all the editors for the reference.
