IDENTIFIKASI TENURIAL SEBAGAI PRA-KONDISI UNTUK IMPLEMENTASI REDD+ (Tenure Identification as a Pre-condition for REDD+ Implementation)

Indonesian position as one of the country with high forest area, high population and occurrence of deforestation and forest degradation, is suitable for learning influenced of tenure for REDD+. Building engagement with local community within district, provincial and national context need to be taken into account including land tenure and potential problem for land conflict. Land tenure is important factors for the basis of distributing right, role and responsibility as well as needed for minimizing risks and leakage for REDD+ implementation. This paper aims to understand how tenure can influence REDD+ implementation. Analysis was undertaken using modified Rapid Land Tenure Assessment method. The research was undertaken in year 2010 in three locations, namely Merangin district, in the province of Jambi, Berau district in the province of East Kalimantan, and Meru Betiri National Park in the province of East Java. The results show that (i) In general, the Merangin district in the Jambi Province has more potency for land conflict, and therefore need formal agreement among stakeholders for engagement and resolution, while in (ii) Berau District and Long Duhung Village generally has less potential problem for land conflict and agreement can be resolved with informal agreement, and for (iii) Meru Betiri National Park it has a more secure land tenure, because it has been perceived as national park and boundary of national park has clearly been acknowledged by the community. One of recommendation needed to minimize potential conflict is undertaking participatory boundary by public, private and local community.
