Multifunctional parking locating with an emphasis on shelter by using GIS and multi criteria decision making method (AHP) (case study: zone 14 of tehran city municipal)

Protecting civilians is one of the most important objectives for Officials in order to mitigate vulnerabilities and Building safe spaces and shelters is an action to achieve this goal. According to expensive costs of building shelters, if a multifunctional space belongs to specific function in time of peace and use as shelter in time of crises; it will be logical, affordable and consequential.
