Tecnologias renováveis: interação entre políticas públicas e iniciativa privada, a partir da produção brasileira de biodiesel

This article aims to examine the interaction between agribusiness and public policies in support of renewable energies. For this purpose, the National Program for the Production and Use of Biodiesel (PNPB) are taken as the object of study. The challenges posed to the development of technologies and markets in renewable energies require the public incentive and the participation of the private initiative. The theoretical arguments of the Entrepreneurial State and State Capacities highlight the importance of technological innovation and institutional arrangements to articulate public and private objectives. The identification of instruments formatted in the PNPB and its results associated to the investigation of the vision of the companies producing biodiesel form the axes of the research, supported by secondary data and primary information collected through interviews. The results indicate the distancing of the PNPB from its initial objectives, the expansion of biodiesel production, the concern of companies with the risks of technological development, as well as indicate the success of part of the incentives of the program and the perspective of expansion of the Brazilian production of this biofuel.
