Qualifikationsplan Wien 2020. Strategie zur Verringerung des Anteils formal gering qualifizierter Personen

Der vorliegende Beitrag stellt den Qualifikationsplan Wien 2020 vor, der mit Start im Jahr 2013 als eine gemeinsam getragene Initiative die Anzahl der formal gering qualifizierten WienerInnen messbar verringern will. Im Handlungsfeld berufliche Erwachsenenbildung sollen dabei mit aufeinander aufbauenden und modularen Bildungsangeboten Teilnehmende schrittweise entweder berufsbegleitend oder wahrend der Arbeitslosigkeit zu formalen Abschlussen gefuhrt werden. Ziel ist auch die Vereinfachung der Anerkennung von non-formalen und informell erworbenen beruflichen Kompetenzen sowie die Anerkennung von im Ausland erworbenen Bildungsabschlussen. Der Beitrag schildert Hintergrund und Handlungsfelder der breit angelegten Initiative und stellt dabei u.a. den Qualifikationspass zur Erfassung von Qualifikationen und Praxiszeiten und die Fachkrafteinitiative Wien vor und schildert erste Erfahrungen mit Schulungsangeboten im Kontext des modularen Kurssystems zur Erlangung des Lehrabschlusses uber "Kompetenz mit System". The present article introduces the Vienna 2020 Qualification Plan, which was started in 2013 as a joint initiative aiming at significantly reducing the number of Viennese with low skilled education. In the field of adult vocational training, the strategy's objective is to offer educational modules that build on each other and lead participants step by step to obtain educational credentials while they work or while they are unemployed. Another goal is to facilitate the recognition of non-formally and informally acquired vocational competences as well as of educational credentials acquired abroad. The article presents the background and areas for action of this broad initiative and introduces the "Qualification Pass" for recording qualifications and practical experience and the Vienna Qualified Employee Initiative (Fachkrafteinitiative Wien in German). It describes first experiences with training offerings in the context of the modular course system for obtaining the apprenticeship diploma Competence with System (Kompetenz mit System in German).
