Strengthening the biological weapons convention

The Biological and Toxin Weapons Convention (BWC) of 1972 bans the development, acquisition, possession and use of biological and toxin agents for other than protective or peaceful purposes. Absent from the BSC are any mechanisms to verify compliance. The author examines the risks and increasing threats of biological warfare.
