The present invention relates to a low temperature selective catalytic catalyst and preparation method for reducing nitrogen oxides, the catalyst consists of a support material and a catalyst material, wherein the support material is 75 to 99.7 parts by weight of the carrier material is one kind of TiO2, activated carbon or molecular sieve carbon; the catalyst material is,, the content of MoO2, V2O5 MnO2 CuO three, or four of any of the individual components of the catalyst material, V2O5: 0.1 ~ 5 wt. parts, MoO2 0.1 ~ 5 parts by weight, MnO2 0.1 ~ 5 parts by weight, CuO0.1 ~ 5 parts by weight. The present invention has a simple and easy system, stable quality and low cost, can adapt to low temperature, high catalytic activity, and good effect.
