PROBLEM TO BE SOLVED: To make D2 proximity service available without reducing radio resources usable in cellular communication.SOLUTION: The present communication control method includes a step of, when a user terminal is interested in transmission and reception of a discovery signal in a discovery procedure for discovering a proximate terminal, notifying a base station of a message including information indicating that the user terminal is interested in reception of the discovery signal and information on a desired frequency in the discovery procedure.
