The article gives a short summary of function and background of the environmental impact assessment study (EIA) and illustrates its relevance to port design. At the beginning of the 1970's the political discussions on the environment held the view the best environmental policy consists in avoiding pollution at source rather than subsequently trying to counteract its effects. In the scope of their environmental programme, the Federal German Government called for an environmental impact assessment study (EIA) for the first time in 1971. This demand was inspired by the political development on the environment in the USA, where the National environmental policy act (Nepa) was drawn up in 1970.
