The invention belongs to the field of safe and economical operation of power systems, and provides an optimal power flow (OTS) implementation method considering transient security constraints, which is based on safe and stable quantitative analysis and optimization decision theory and method- extended equal-area criterion (EEAC), brings transient security of a system into a traditional optimal power flow (OPF) mode, uniformly coordinates and considers safety and economical efficiency of operation of the system, and provides decision support for safe and economical operation of the power system. The method divides an OTS problem into two sub problems including an OPF problem and a prevention control problem according to a transient stable control mechanism disclosed by the EEAC, achieves an optimal economical adjustment scheme meeting transient safe and stable constraints on an OPF operation point based on a safe and stable mode, and leads the optimal economical adjustment scheme into an OPF calculation mode as an additional constraint condition to further solve the OPF, and then alternately solves the two sub problems so as to solve the OTS.
