“Marcas de gestión” de la Alianza Cambiemos in Argentina. La agenda de las transferencias de ingresos.

Durante la gestion de la Presidenta Cristina Fernandez surgieron dos grandes intervenciones de politica social. Primero, bajo la orbita del Ministerio de Desarrollo Social programas que transfirieron ingresos a partir de la participacion en cooperativas especialmente creadas desde el gobierno. Segundo, la Asignacion Universal por Hijo dependiente del organismo de la seguridad social que masifica el sistema de asignaciones familiares destinadas historicamente a los sectores asalariados. En este trabajo recuperamos las principales transformaciones que impulso la Alianza Cambiemos, y analizamos ciertas “marcas de gestion” que modificaron ambas intervenciones con diferentes ritmos y profundidades. During the Cristina Fernandez presidency two major social policy interventions emerged in Argentina. First, under the orbit of the Ministry of Social Development a series of programs that transferred income from participation in cooperatives specially created from the government. Second, the Universal Assignment per Child dependent on the social security agency (ANSES) that massifies the system of family allowances historically destined to salaried sectors. In this work we recover the main transformations that the Alliance Cambiemos. We analyze certain “management stamps” that modified both interventions with different rhythms and depths.
