The invention relates to a water-saving cylinder washing machine and a washing method. The cylinder washing machine comprises a shell, a panel, an outer cylinder, an inner cylinder, a water inlet system, a drainage system, a transmission system, washing small balls, a storage chamber arranged at the bottom of the outer cylinder and a circulation line system connecting the storage chamber with the inner cylinder, wherein the exit, which leads to the inner cylinder, of a circulation line is arranged on a ring-shaped opening of the inner cylinder. The washing procedures in the washing method comprise the clothes washing stage in which the washing small balls circulate in the inner and outer cylinders and the washing small ball collecting stage. The cylinder washing machine saves water and electricity and reduces pollution.
