On Interrelationship Between Strategy of Rejuvenating the Country Through Science and Technology and Public Policies

"Rejuvenating the country through science and technology" is a strategic decision for the achievement of the goal of building a powerful modern country.Science and technology,at present,have become the most important social resources which have a direct influence on social development and the transformation of social structures.To realize the goal,effective measures should be taken to develop science and technology as a vital social enterprise by strengthening both the "hardware" construction in scientific and technological research and development and the "software" construction in scientific spirit.As both the sources of social wealth and public goods,scientific and technological resources serve as the principle prop of industrial promotion,the key to competitiveness of comprehensive national power,and the prerequisite for the development of the economic society.Therefore,there is an urgent need for public policies to support and regulate the development of science and technology so as to propel the mutual advancement of science and technology,economy and the society.
