The invention provides a monitoring and adjusting system for an underground structure and a construction method for the monitoring and adjusting system. The monitoring and adjusting system comprises a sensor system, a data acquisition and transmission system, a data processing and management system, an evaluation and control system and an adjusting system which are all sequentially connected. The sensor system comprises multiple groups of sensors distributed in the underground structure and soil around the underground structure. The data acquisition and transmission system is provided with a signal conditioning module, a data acquisition module and a data communication module, receives signals sent by all the sensors and transmits acquired data to the data processing and management system. The data processing and management system is provided with a data processing module, a data display module and a data communication module and transmits the processed data to the evaluation and control system. The adjusting system comprises multiple displacement adjusters arranged between the underground structure and pile foundations, and the displacement adjusters are connected with the evaluation and control system and receive and execute adjusting instructions issued by the evaluation and control system according to evaluation results.
