A service control apparatus of the invention provides a Packet Switching (PS) service to User Equipment (UE) terminals existing in a communication area formed by a femtocell base station in an IP Multimedia Subsystem (IMS) network. The service control apparatus comprises: a tunnel establishing means that establishes a Security Architecture for Internet Protocol (IPsec) tunnel between the service control apparatus and the femtocell base station; and a service control means that, when having received from several ones of the UE terminals requests for providing the PS service, provides the PS service to the several ones of the UE terminals via a common IPsec tunnel established by the tunnel establishing means.
