This article is based on study of the interrelationship and methodological conflict between urban reform and scientific philanthropy during the Pro- gressive Era, as exemplified by Jacob A. Riis and the New York Charity Organization Society. The theories and tactics of urban reconstruction used by Riis are contrasted with those of charity worker Josephine Shaw Lowell and housing expert Lawrence Veiller.
